"From Pugin to Gibson; from Palace to Guildhall: the New UK Supreme Court"
Jenny Rowe - Supreme Court
Jenny Rowe has been the Chief Executive Designate, UK Supreme Court, since May 2008. Immediately prior to that she was the Director, Policy and Administration, Attorney General's Office from February 2004 to April 2008, and SRO for the Fraud Review Implementation Programme.
Prior to joining the Attorney General's Office, she was Secretary to the Butterfield Review of HM Customs & Excise, and led separate reviews of HMCPS Inspectorate and of the Legal Secretariat to the Law Officers. Other previous posts include Director, Corporate Services, Lord Chancellor's Department, Principal Private Secretary to the Lord Chancellor, Principal Establishment and Finance Officer at the Serious Fraud Office on loan; and Head of the Criminal Policy Division in the Lord Chancellor's Department.
Outline:
In her talk Jenny Rowe will cover the history of the Appellate Committee of the House of Lords and the thinking which led to the creation of the United Kingdom Supreme Court as part of the government's programme of constitutional reform; the relevant provisions of the Constitutional reform Act 2005 and what will be the same and what will be different about the Supreme Court, including new Rules and Practice Directions, a new way of selecting Judges and the ability of the Court to broadcast its proceedings; the search for a location and the choice of the Middlesex Guildhall in Parliament Square, and the history of the building and its architecture; the facilities that will be available in the building and the education and outreach work that will be undertaken, including the provision of Library and information services. She will also briefly touch on the role of the Judicial Committee of the Privy Council, which will be moving from 9 Downing Street to be co-located with the Supreme Court.
